וַיְהִי דְבַר־יְהֹוָה ׀ שֵׁנִית אֶל־חַגַּי בְּעֶשְׂרִים וְאַרְבָּעָה לַחֹדֶשׁ לֵאמֹֽר׃
And again the word of the Lord came to Ḥaggay on the twenty fourth day of the month, saying,

אֱמֹר אֶל־זְרֻבָּבֶל פַּֽחַת־יְהוּדָה לֵאמֹר אֲנִי מַרְעִישׁ אֶת־הַשָּׁמַיִם וְאֶת־הָאָֽרֶץ׃
Speak to Zerubbavel, governor of Yehuda, saying, I will shake the heavens and the earth;

וְהָֽפַכְתִּי כִּסֵּא מַמְלָכוֹת וְהִשְׁמַדְתִּי חֹזֶק מַמְלְכוֹת הַגּוֹיִם וְהָפַכְתִּי מֶרְכָּבָה וְרֹכְבֶיהָ וְיָרְדוּ סוּסִים וְרֹכְבֵיהֶם אִישׁ בְּחֶרֶב אָחִֽיו׃
and I will overthrow the throne of kingdoms, and I will destroy the strength of the kingdoms of the nations; and I will overthrow the chariots, and those that ride in them; and the horses and their riders shall come down, everyone by the sword of his brother.

בַּיּוֹם הַהוּא נְאֻם־יְהֹוָה צְבָאוֹת אֶקָּחֲךָ זְרֻבָּבֶל בֶּן־שְׁאַלְתִּיאֵל עַבְדִּי נְאֻם־יְהֹוָה וְשַׂמְתִּיךָ כַּֽחוֹתָם כִּֽי־בְךָ בָחַרְתִּי נְאֻם יְהֹוָה צְבָאֽוֹת׃
On that day, says the Lord of hosts, I will take thee, O Zerubbavel, my servant, the son of She᾽alti᾽el, says the Lord, and will make thee like a signet ring: for I have chosen thee, says the Lord of hosts.

וְשַׂמְתִּיךָ כַּחוֹתָם. כְּלַפֵּי שֶׁנִּגְזַר עַל יְכָנְיָה אָבִיו: ״חַי אָנִי, אִם יִהְיֶה כָּנְיָהוּ בֶן יְהוֹיָקִים חוֹתָם עַל יַד יְמִינִי, מִשָּׁם אֶתְקַנְךָ״ (ירמיהו כב:כד), וְאוֹמֵר שָׁם: ״כִּתְבוּ אֶת הָאִישׁ הַזֶּה עֲרִירִי״ (ירמיהו כב:ל) – לָמַדְנוּ שֶׁהוֹעִילָה לוֹ תְּשׁוּבָתוֹ, וְנוֹלַד לוֹ זְרֻבָּבֶל, וְהוּשַׂם כַּחוֹתָם.
and I will make you as a signet In contrast to what was decreed upon his father Jeconiah (Jer. 22: 24): “As I live, says the Lord, though Coniah the son of Jehoiakim, king of Judah, be a signet on My right hand, from there I will remove you.” [Jeremiah further] states there (ibid. 22:30): “Inscribe this man childless.” We learn that his repentance availed [Jeconiah], and Zerubbabel was born to him, and he was made as a signet.
וְהִשְׁמַדְתִּי חֹזֶק מַמְלְכוֹת הַגּוֹיִם. מַלְכוּת פָּרַס שֶׁהִיא מוֹשֶׁלֶת עַכְשָׁיו עַל כָּל הָעוֹלָם, יִפְּלוּ בְּיַד מַלְכוּת אַחֶרֶת לְסוֹף שְׁלוֹשִׁים וְאַרְבַּע שָׁנָה לְבִנְיַן הַבַּיִת, כְּמוֹ שֶׁאָנוּ שׁוֹנִין בְּמַסֶּכֶת עֲבוֹדָה זָרָה.
and I will destroy the power of the kingdoms of the nations The kingdom of Persia, which now rules over the entire world, will fall into the hands of another kingdom at the end of thirty-four years from the building of the Temple, as we learned in tractate Avodah Zarah (9a).
