הוֹי בֹּנֶה עִיר בְּדָמִים וְכוֹנֵן קִרְיָה בְּעַוְלָֽה׃
Woe to him that builds a town with blood, and establishes a city by iniquity!

הֲלוֹא הִנֵּה מֵאֵת יְהֹוָה צְבָאוֹת וְיִֽיגְעוּ עַמִּים בְּדֵי־אֵשׁ וּלְאֻמִּים בְּדֵי־רִיק יִעָֽפוּ׃
Behold, is it not of the Lord of hosts that the peoples labour only for fire, and the nations weary themselves only for vanity?

Rashi
וְיִיגְעוּ עַמִּים בְּדֵי אֵשׁ. כַּאֲשֶׁר תְּבוֹאֵם חֲמָתוֹ כָּאֵשׁ עַד שֶׁיִּהְיֶה דַּיָּם. בְּדֵי אֵשׁ – איישי״ץ בְּלַעַ״ז.
And peoples shall toil until they are sated with fire When My wrath, which is like fire, shall come upon them until they are sated. בְּדֵי אֵשׁ - Asec in O.F.; enough; assez in modern French.
כִּי תִּמָּלֵא הָאָרֶץ לָדַעַת אֶת־כְּבוֹד יְהֹוָה כַּמַּיִם יְכַסּוּ עַל־יָֽם׃ {פ}
For the earth shall be filled with the knowledge of the glory of the Lord, as the waters cover the sea.

הֲלֹא הִנֵּה מֵאֵת ה׳. נִשְׁתַּלֵּם פֻּרְעָנוּת לְעוֹשֵׂי רִשְׁעָה.
Behold, is it not from the Lord that the retribution has been requited to the perpetrators of wickedness?
