זה שכתבנו שכל לאו שאין בו מעשה אין לוקין עליו פי' שאין בו מעשה גמור אע"פ שיש בו מעשה מועט ר"ל עקימת שפתים שנקראת בסנהדרין מעשה זוטא שאם לא כן אף נשבע ומימר ומקלל יש בהם עקימת שפתים:
