כִּי כֹה אָמַר יְהֹוָה צְבָאוֹת כַּאֲשֶׁר זָמַמְתִּי לְהָרַע לָכֶם בְּהַקְצִיף אֲבֹֽתֵיכֶם אֹתִי אָמַר יְהֹוָה צְבָאוֹת וְלֹא נִחָֽמְתִּי׃
For thus says the Lord of hosts; As I intended to do you mischief, when your fathers provoked me to anger, says the Lord of hosts, and I did not relent:

כֵּן שַׁבְתִּי זָמַמְתִּי בַּיָּמִים הָאֵלֶּה לְהֵיטִיב אֶת־יְרוּשָׁלַ͏ִם וְאֶת־בֵּית יְהוּדָה אַל־תִּירָֽאוּ׃
so have I turned about, and do purpose in these days to do good to Yerushalayim and to the house of Yehuda: fear not.

אֵלֶּה הַדְּבָרִים אֲשֶׁר תַּֽעֲשׂוּ דַּבְּרוּ אֱמֶת אִישׁ אֶת־רֵעֵהוּ אֱמֶת וּמִשְׁפַּט שָׁלוֹם שִׁפְטוּ בְּשַׁעֲרֵיכֶֽם׃
These are the things that you shall do; Speak every man the truth to his neighbour; execute the judgment of truth and peace in your gates:

ומשפט שלום. היא הפשרה:
and judgment of peace I.e., compromise.
וְאִישׁ ׀ אֶת־רָעַת רֵעֵהוּ אַֽל־תַּחְשְׁבוּ בִּלְבַבְכֶם וּשְׁבֻעַת שֶׁקֶר אַֽל־תֶּאֱהָבוּ כִּי אֶת־כׇּל־אֵלֶּה אֲשֶׁר שָׂנֵאתִי נְאֻם־יְהֹוָֽה׃ {פ}
and let none of you devise evil in your hearts against his neighbour; and love no false oath: for all these are things that I hate, says the Lord.

Rashi
ואיש את רעת רעהו. הזהירם על שנאת חנם והיא שהחריבה בית המקדש שני:
And let no one think evil of his neighbors He warned them concerning hatred without cause, which brought about the destruction of the Second Temple.
ולא נחמתי. על אשר זמותי להביא עליכם לחזור בי אלא הביאותיה כן לא אתנחם על הטובה אשר זממתי לכם:
and I did not repent of what I had planned to bring upon you, [or] retract it; but I brought it. Neither will I repent of the good that I have planned for you.
