כֹּה אָמַר יְהֹוָה עַל־שְׁלֹשָׁה פִּשְׁעֵי־צֹר וְעַל־אַרְבָּעָה לֹא אֲשִׁיבֶנּוּ עַֽל־הַסְגִּירָם גָּלוּת שְׁלֵמָה לֶאֱדוֹם וְלֹא זָכְרוּ בְּרִית אַחִֽים׃
Thus says the Lord; For three transgressions of Żor, I will turn away its punishment, but for the fourth I will not turn away its punishment; because they delivered up a complete captivity to Edom, and remembered not the brotherly covenant:

וְשִׁלַּחְתִּי אֵשׁ בְּחוֹמַת צֹר וְאָכְלָה אַרְמְנוֹתֶֽיהָ׃ {פ}

ולא זכרו ברית אחים. אשר היה בין חירם ובין שלמה שנאמר ויכרתו ברית שניהם (מלכים א ה) והיו קורין זה לזה אחי שנ' (שם ט) מה הערים אשר נתת לי אחי:
and did not remember the brotherly covenant—which existed between Hiram and Solomon, as it is said: (I Kings 5:26) “And they both made a league together.” And they called each other brothers, as it is said: (ibid. 9:13) “And he said: ‘What are these cities that you have given me, my brother?’”
