אַרְתַּחְשַׁסְתְּא מֶלֶךְ מַלְכַיָּא לְעֶזְרָא כָהֲנָא סָפַר דָּתָא דִּֽי־אֱלָהּ שְׁמַיָּא גְּמִיר וּכְעֶֽנֶת׃
"Artachshast, king of kings, to Ezra the priest, confirmed scribe of the Torah of the L-rd of heaven:

גמיר וכענת. ספיקא היא בידו:

מִנִּי שִׂים טְעֵם דִּי כׇל־מִתְנַדַּב בְּמַלְכוּתִי מִן־עַמָּא יִשְׂרָאֵל וְכָהֲנוֹהִי וְלֵוָיֵא לִמְהָךְ לִֽירוּשְׁלֶם עִמָּךְ יְהָֽךְ׃
I hereby grant authorization that all in my kingdom, of [the people of] Israel, and its priests and Levites, who desire to go with you to Jerusalem, may do so.

מני שים טעם. ממני יוצא הרשות כי כל אשר נדבה רוחו אותו מן ישראל מן הכהנים והלוים ללכת לירושלים ילכו עמך:
An order is issued by me The authorization emanates from me that whoever of Israel, of the priests, or of the Levites, whose heart prompts him to go to Jerusalem, may go with you.
כׇּל־קֳבֵל דִּי מִן־קֳדָם מַלְכָּא וְשִׁבְעַת יָעֲטֹהִי שְׁלִיחַ לְבַקָּרָה עַל־יְהוּד וְלִֽירוּשְׁלֶם בְּדָת אֱלָהָךְ דִּי בִידָֽךְ׃
You are hereby deputed by the king and his seven counselors to ascertain whether the Jews of Jerusalem (are occupied) with the Torah of your G-d (that is) in your hand

כל קבל. בשביל כך מאת המלך ושבעת יועציו רואי פני המלך אתה שלוח:

ושבעת יעטוהי. ושבע יועציו הם שבעה רואי פני המלך:

לבקרה על יהוד. כדי לדרוש ולבדוק על היהודים אשר בירושלים אם הם עסוקים בתורתו של הקב"ה אשר בידך:

וּלְהֵיבָלָה כְּסַף וּדְהַב דִּֽי־מַלְכָּא וְיָעֲטוֹהִי הִתְנַדַּבוּ לֶאֱלָהּ יִשְׂרָאֵל דִּי בִֽירוּשְׁלֶם מִשְׁכְּנֵֽהּ׃
and to bring (there) the silver and gold that the king and his counselors have donated to the G-d of Israel for [the maintenance of] His abode in Jerusalem.

ולהיבלה. ולהוליך כסף וזהב של המלך ויועציו אשר התנדב לאלהי ישראל לתקן ביתו אשר משכנו וביתו בירושלים:

כל קבל דנה. ובשביל כך של עבודות המקדש מהרה תקנה בכסף זה בקר ואילים וכבשים וזבחים ומנחות ונסכי' ותקריבם על המזבח של הקב"ה:
Because of this And because of this, because it is for the service of the Sanctuary, you shall quickly purchase with this money cattle, rams and lambs; sacrifices, meal-offerings, and libations, and you shall offer them up on the altar of the Holy One, blessed be He.
וּמָה דִי (עליך) [עֲלָךְ] וְעַל־[אֶחָךְ] (אחיך) יֵיטַב בִּשְׁאָר כַּסְפָּא וְדַהֲבָה לְמֶעְבַּד כִּרְעוּת אֱלָהֲכֹם תַּעַבְדֽוּן׃
And whatever you and your brothers desire to do with the surplus of the silver and gold, according to the will of your G-d, shall you do.

And it is decreed by me, Artachshast the king, to all the [king's] treasurers across the river that all that is asked of you by Ezra the priest, the scribe of the Torah of the G-d of Heaven, shall be quickly done.

ומני אנה. וממני אני דריוש המלך יוצא ציווי ורשות לכל הגזברים אשר בעב' הנהר לצד א"י המקבלים מסים שלי מן העובדי כוכבים אשר כל דבר שישאל מכם עזרא הכהן סופר התורה של הקב"ה מהרה יעשה שלא יעכבו את שאלתו עד מאה ככרים של כסף לקנות קרבנות ומאה כורי' חטין למנחות ועד מאה מדות יין לנסכים ומאה (מדות) של שמן לבלול מנחות ומלח לקרבנות כענין שנא' (ויקרא ב׳:י״ג) וכל קרבן מנחתך במלח תמלח:
And from me—I And from me—I, King Darius—is issued a command and an authorization to all the treasurers who are on the other side of the river of the side of Israel, who receive my taxes from the nations, that anything that Ezra the priest, the scholar of the Law of the Holy One, blessed be He, requests of you, shall be performed quickly. They should not delay his request up to a hundred talents of silver, with which to purchase sacrifices, and a hundred kors of wheat for meal-offerings, and up to a hundred measures of wine for the libations, and a hundred measures of oil to mingle the meal- offerings, and salt for the sacrifices, according to the matter that is stated (Lev. 2:13): “And every meal-offering you shall salt with salt.”

כל די מן טעם. כל אשר יהיה מרשותו של הקב"ה וציוויו יעשה בזריזות בחותם המלך לביתו של הקב"ה:

אדרזדא. חותם בלשון ערבי:

די למה להוא. אשר למה יהיה קצף על מלכות המלך ובניו ועל כן יתנו הגזברים כל צרכי הבית:

And we hereby apprise you that all priests, Levites, singers, gate-keepers, Nethinim, and workers in this house of G-d — mindah, belo, and halach [viz. 4:13], no [man] shall presume to impose upon them.

ולכום מהודעין. ולכם אנו מודיעים אשר כל הכהנים והלוים המשוררים והשוערים והנתינים שהם חוטבי עצים ושואבי מים למזבח ועובדים בבית זה של הקב"ה לא ישלוט אדם עליהם להשליך עליהם מס וכסף גולגולת אלא יהיו בני חורין מעבודת המלך:
And we are making known to you And we are making known to you that [over] all the priests, the Levites, the musicians, the gatekeepers, and the Nethinites, who are wood cutters and water drawers for the altar, and those who serve in this House of the Holy One, no man shall be empowered over them to levy upon them any tribute or head tax, but they shall be free from the service of the king.
