וְהָיוּ הֶֽעָרִים לְמַטֵּה בְּנֵי בִנְיָמִן לְמִשְׁפְּחוֹתֵיהֶם יְרִיחוֹ וּבֵית־חׇגְלָה וְעֵמֶק קְצִֽיץ׃
Now the cities of the tribe of the children of Binyamin, according to their families were Yeriĥo, and Bet-ĥogla, and the valley of Qeżiż,

וְצֵלַע הָאֶלֶף וְהַיְבוּסִי הִיא יְרוּשָׁלַ͏ִם גִּבְעַת קִרְיַת עָרִים אַרְבַּֽע־עֶשְׂרֵה וְחַצְרֵיהֶן זֹאת נַחֲלַת בְּנֵֽי־בִנְיָמִן לְמִשְׁפְּחֹתָֽם׃ {פ}
and Żela, Elef, and Yevusi (which is Yerushalayim) Giv῾at and Qiryat; fourteen cities with their villages. This is the inheritance of the children of Binyamin according to their families.

Rashi
וצלע האלף והיבוסי היא ירושלים. כל אחת עיר לעצמה, וכן גבעת, קרית, חמש ערים בפסוק זה:
Tzeilah, Eleph and Yevusi which is Yerushalayim. Each of these are individual cities. Similarly, Givas and Kiryas [are individual cities]. Thus five cities are mentioned in this verse.
