וּבַחֹדֶשׁ הַשְּׁבִיעִי בְּאֶחָד לַחֹדֶשׁ מִֽקְרָא־קֹדֶשׁ יִהְיֶה לָכֶם כׇּל־מְלֶאכֶת עֲבֹדָה לֹא תַעֲשׂוּ יוֹם תְּרוּעָה יִהְיֶה לָכֶֽם׃
The first day of the seventh month shall be a sacred holiday to you when you shall not do any work of consequence. It shall be a day of sounding the ram’s horn.

Aside from the [Rosh] Chodesh burnt-offering and its meal-offering, and the constant (daily) burnt-offering and its required meal-offering and libations, for a pleasing aroma, a fire-offering to Adonoy.

מלבד עלת החדש. מוּסְפֵי רֹאשׁ חֹדֶשׁ שֶׁהוּא בְיוֹם רֹאשׁ הַשָּׁנָה:
Aside from the [Rosh] Chodesh burnt- offering. The [Rosh] Chodesh Musaf- offerings, as it (the new moon) corresponds with the new year.
