כִּי הַמִּצְוָה הַזֹּאת אֲשֶׁר אָנֹכִי מְצַוְּךָ הַיּוֹם לֹא־נִפְלֵאת הִוא מִמְּךָ וְלֹא רְחֹקָה הִֽוא׃
For this mitzvah that I am commanding you today; it is not abstruse to you nor is it distant.

לֹא בַשָּׁמַיִם הִוא לֵאמֹר מִי יַעֲלֶה־לָּנוּ הַשָּׁמַיְמָה וְיִקָּחֶהָ לָּנוּ וְיַשְׁמִעֵנוּ אֹתָהּ וְנַעֲשֶֽׂנָּה׃
It is not in heaven, [for you] to say, ‘‘Who will go up to heaven for us, and acquire it for us, and inform us of it, and we will fulfill it?’’

לא בשמים הוא. שֶׁאִלּוּ הָיְתָה בַשָּׁמַיִם, הָיִיתָ צָרִיךְ לַעֲלוֹת אַחֲרֶיהָ לְלָמְדָהּ:
It is not in heaven. For if it were in heaven, you would be required to ascend in quest of it so that you could study it.
וְלֹא־מֵעֵבֶר לַיָּם הִוא לֵאמֹר מִי יַעֲבׇר־לָנוּ אֶל־עֵבֶר הַיָּם וְיִקָּחֶהָ לָּנוּ וְיַשְׁמִעֵנוּ אֹתָהּ וְנַעֲשֶֽׂנָּה׃
Nor is it overseas, [for you] to say, ‘‘Who will travel overseas for us, and acquire it for us, and inform us of it, and we will fulfill it?’’

כִּֽי־קָרוֹב אֵלֶיךָ הַדָּבָר מְאֹד בְּפִיךָ וּבִֽלְבָבְךָ לַעֲשֹׂתֽוֹ׃ {ס}
For the matter is extremely close to you; in your mouth and in your mind to fulfill it.

כי קרוב אליך. הַתּוֹרָה נִתְּנָה לָכֶם בִּכְתָב וּבְעַל פֶּה:
For [the matter] is close to you. The Torah was presented to you in written and oral form.
לא נפלאת הוא ממך. לֹא מְכֻסָּה הִיא מִמְּךָ, כְּמוֹ שֶׁנֶּאֱמַר (דברים י"ז) "כִּי יִפָּלֵא" — אֲרֵי יִתְכַּסֵּי, (איכה א') "וַתֵּרֶד פְּלָאִים" — וַתֵּרֶד בְּמַטְמוֹנִיּוֹת, מְכֻסָּה, חֲבוּשָׁה בְּטָמוּן:
It is not abstruse to you. It is not concealed from you, as it is said, כִּי יִפָּלֵא — “If . . . is concealed from you,” וַתֵּרֶד פְלָאִים — [meaning] “she has plummeted into concealment,” concealed, wrapped in a cover.
