הוֹי אַשּׁוּר שֵׁבֶט אַפִּי וּמַטֶּה־הוּא בְיָדָם זַעְמִֽי׃
Woe to Ashshur the rod of my anger; for the staff in their hand is my indignation.

ומטה הוא. זעמי בידם של בני אשור:
בְּגוֹי חָנֵף אֲשַׁלְּחֶנּוּ וְעַל־עַם עֶבְרָתִי אֲצַוֶּנּוּ לִשְׁלֹל שָׁלָל וְלָבֹז בַּז (ולשימו) [וּלְשׂוּמוֹ] מִרְמָס כְּחֹמֶר חוּצֽוֹת׃
I will send him against a hypocritical nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets.

בגוי חנף. ישראל:
וְהוּא לֹא־כֵן יְדַמֶּה וּלְבָבוֹ לֹא־כֵן יַחְשֹׁב כִּי לְהַשְׁמִיד בִּלְבָבוֹ וּלְהַכְרִית גּוֹיִם לֹא מְעָֽט׃
Howbeit he means not so, neither does his heart think so; but it is in his heart to destroy and cut off nations not a few.

לא כן ידמה. שהגזרה מאתי ואני שולחו, ידמה קוויידייר בלע"ז:
ולבבו לא כן יחשוב. ששלחתיו על עסקי ממון לשלול ולבוז בז כי בלבבו להשמיד את הכל בגאותו:
כִּי יֹאמַר הֲלֹא שָׂרַי יַחְדָּו מְלָכִֽים׃
For he says, Are not my princes all of them kings?

כי יאמר וגו'. לכך גבה לבו:
הֲלֹא כְּכַרְכְּמִישׁ כַּלְנוֹ אִם־לֹא כְאַרְפַּד חֲמָת אִם־לֹא כְדַמֶּשֶׂק שֹׁמְרֽוֹן׃
Is not Kalno as Karkemish? is not Ḥamat as Arpad? is not Shomeron as Dammeseq?

הלא ככרכמיש. כאשר בני כרכמיש שרים ושלטונים כן בני כלנו על כן אם לא כארפד אשר הוא משלטנות חמת שלקחתי מיד ארם ואם לא כדמשק שלקחתי מיד ארם כן עשיתי לשומרון אם לא כארפד חמת דבוק הוא כארפד של חמת לכך נקוד פתח:
כַּֽאֲשֶׁר מָצְאָה יָדִי לְמַמְלְכֹת הָאֱלִיל וּפְסִילֵיהֶם מִירוּשָׁלַ͏ִם וּמִשֹּׁמְרֽוֹן׃
As my hand has reached the kingdoms of the idols, whose carved idols did exceed those of Yerushalayim and of Shomeron,

ופסיליהם. היו מירושלים ומשומרון מכאן שרשעי ישראל היו מספיקין דמות עכו"ם שלהם לכל האומות סביבותם ואחרי שעובדי פסילי שומרון וירושלים נפלו בידי ולא הצילום פסיליהם כך שומרון וירושלים לא תנצל:
הֲלֹא כַּאֲשֶׁר עָשִׂיתִי לְשֹׁמְרוֹן וְלֶאֱלִילֶיהָ כֵּן אֶעֱשֶׂה לִירוּשָׁלַ͏ִם וְלַעֲצַבֶּֽיהָ׃ {פ}

כאשר עשיתי לשומרון וגו'. זאת יאמר לאחר שיכבוש את שומרון:
הוי. כי עשיתי את אשור שבט אפי לרדות בו את עמי:
