הֵן עַבְדִּי אֶתְמׇךְ־בּוֹ בְּחִירִי רָצְתָה נַפְשִׁי נָתַתִּי רוּחִי עָלָיו מִשְׁפָּט לַגּוֹיִם יוֹצִֽיא׃
Behold my servant, whom I uphold: my elect, in whom my soul delights: I have put my spirit upon him: he shall bring forth judgment to the nations.

בחירי. ישראל קרוי בחירי (תהילים קל״ה:ד׳) כי יעקב בחר לו יה ואומר (לקמן מה) למען עבדי יעקב ישראל בחירי:
רצתה נפשי. עליו נתתי רוחי להודיע נביאיו את סודו וסופו משפט לגוים יוציא שנאמר (לעיל ב) והלכו גוים רבים וגו' ויורנו מדרכיו וגו':
לֹא יִצְעַק וְלֹא יִשָּׂא וְלֹא־יַשְׁמִיעַ בַּחוּץ קוֹלֽוֹ׃
He shall not cry, nor lift up his voice, nor cause his voice to be heard in the street.

ולא ישא. לא יגביה קול לא יצטרך להוכיח ולהתנבאות אל הגוים שהם מעצמם יבואו ללמוד מהם כענין שנאמר (זכריה ח׳:כ״ג) נלכה עמכם כי שמענו אלהים עמכם:
קָנֶה רָצוּץ לֹא יִשְׁבּוֹר וּפִשְׁתָּה כֵהָה לֹא יְכַבֶּנָּה לֶאֱמֶת יוֹצִיא מִשְׁפָּֽט׃
A bruised reed shall he not break, and the dimly burning flax shall he not quench: he shall bring forth judgment unto truth.

קנה רצוץ לא ישבור. ת"י עינותניא דאינון כקניא רעיע לא יתברון וחשיכיא דאינין כבוצין עמי (פי' כנר כבה) לא יטפון:
ופשתה כהה. פתילת פשתה לחה שקרובה ליכבות מלך שלהם לא יגזול את הדלים ולא ירצץ את העניים ואת החלשים:
לֹא יִכְהֶה וְלֹא יָרוּץ עַד־יָשִׂים בָּאָרֶץ מִשְׁפָּט וּלְתוֹרָתוֹ אִיִּים יְיַחֵֽלוּ׃ {פ}
He shall not fail nor be discouraged, till he have set judgment in the earth: and the isles shall wait for his Tora.

ולא ירוץ. כמו לא ירצץ כי מלאה הארץ דעה (לעיל יא) וישמעו להן כענין שנא' (צפניה ג׳:ט׳) כי אז אהפוך אל עמים וגו' וזהו לתורתו איים ייחלו כולם ישמעו לתורתו:
הן עבדי אתמך בו. הן עבדי יעקב אינו כמותכם כי אתמוך בו:
