כֹּֽה־אָמַר יְהֹוָה גֹּאֲלֶךָ וְיֹצֶרְךָ מִבָּטֶן אָנֹכִי יְהֹוָה עֹשֶׂה כֹּל נֹטֶה שָׁמַיִם לְבַדִּי רֹקַע הָאָרֶץ (מי אתי) [מֵאִתִּֽי]׃
Thus says the Lord, thy redeemer, and he that formed thee from the womb, I am the Lord that makes all things; that stretches the heavens, alone; that spreads abroad the earth by myself;

נוטה. שמים לבדי:
מֵפֵר אֹתוֹת בַּדִּים וְקֹסְמִים יְהוֹלֵל מֵשִׁיב חֲכָמִים אָחוֹר וְדַעְתָּם יְסַכֵּֽל׃
that frustrates the omens of imposters, and makes diviners mad; that turns wise men backward, and makes their knowledge foolish;

מפר אותות בדים. לפי שאני נטיתי שמים לפיכך אני יכול להפר אותם:
בדים. הם החוזים בכוכבי' ע"י אותות השמים ועל שם שפעמים הרבה שהם מכזבים קורין אותם בדים, שאני מחליף השרים שלמעלה וטועין אלו הנשאלין בהם ולפי שאיצטגניני בבל היו חוזים בכוכבים כמו שהוא אומר (לקמן מז) יעמדו נא ויושיעוך הוברי שמים לכך הוא אומר שיפר אותות בדיהם כי אני הוא שהפרתי אותות בדי מצרים:
מֵקִים דְּבַר עַבְדּוֹ וַעֲצַת מַלְאָכָיו יַשְׁלִים הָאֹמֵר לִירוּשָׁלַ͏ִם תּוּשָׁב וּלְעָרֵי יְהוּדָה תִּבָּנֶינָה וְחׇרְבוֹתֶיהָ אֲקוֹמֵֽם׃

מקים דבר עבדו. משה:
ועצת מלאכיו. מלאך אחד אמר ליעקב ישראל יהיה שמך (בראשית לב) וקיימתי דבריו אף כאן אקיים עצת נביאי האומר על ירושלים תושב:

הָאֹמֵר לְכוֹרֶשׁ רֹעִי וְכׇל־חֶפְצִי יַשְׁלִם וְלֵאמֹר לִירוּשָׁלַ͏ִם תִּבָּנֶה וְהֵיכָל תִּוָּסֵֽד׃ {פ}
