וַיְדַבֵּר יְהֹוָה אֶל־מֹשֶׁה בְּעַֽרְבֹת מוֹאָב עַל־יַרְדֵּן יְרֵחוֹ לֵאמֹֽר׃

וְהָיוּ הֶֽעָרִים לָהֶם לָשָׁבֶת וּמִגְרְשֵׁיהֶם יִהְיוּ לִבְהֶמְתָּם וְלִרְכֻשָׁם וּלְכֹל חַיָּתָֽם׃

אלף אמה סביב. וְאַחֲרָיו הוּא אוֹמֵר אַלְפַּיִם אַמָּה, הָא כֵיצַד? אַלְפַּיִם הוּא נוֹתֵן לָהֶם סָבִיב, וּמֵהֶם אֶלֶף הַפְּנִימִיִּים לְמִגְרָשׁ וְהַחִיצוֹנִים לְשָׂדוֹת וּכְרָמִים:
A thousand amos all around. But afterward it says, “two thousand amos.” How is this? He gave them two thousand (amos) all around the city. Of those, the inner thousand are for parkland, and the outer (thousand) are for fields and vineyards.
וּמַדֹּתֶם מִחוּץ לָעִיר אֶת־פְּאַת־קֵדְמָה אַלְפַּיִם בָּֽאַמָּה וְאֶת־פְּאַת־נֶגֶב אַלְפַּיִם בָּאַמָּה וְאֶת־פְּאַת־יָם ׀ אַלְפַּיִם בָּֽאַמָּה וְאֵת פְּאַת צָפוֹן אַלְפַּיִם בָּאַמָּה וְהָעִיר בַּתָּוֶךְ זֶה יִהְיֶה לָהֶם מִגְרְשֵׁי הֶעָרִֽים׃
You shall measure from outside the city two thousand amo¯s on the eastern side, two thousand amo¯s on the southern side, two thousand amo¯s on the western side, and two thousand amo¯s on the northern side; with the city in the center. This shall be the open spaces for the cities.

ומגרש. רֶוַח מָקוֹם חָלָק חוּץ לָעִיר סָבִיב, לִהְיוֹת לְנוֹי לָעִיר, וְאֵין רַשָּׁאִין לִבְנוֹת שָׁם בַּיִת וְלֹא לִנְטֹעַ כֶּרֶם וְלֹא לִזְרֹעַ זְרִיעָה:
And open space. Open space, an empty area surrounding the city, to beautify the city. One is not permitted to build a house there, or plant a vineyard, or sow seeds.
