בְּאֵין חָזוֹן יִפָּרַֽע עָם וְשֹׁמֵר תּוֹרָה אַשְׁרֵֽהוּ׃
Where there is no vision, the people become unruly: but happy is he who keeps Tora.

כי יבין ואין מענה. כיון שרואהו שמוכיחו שותק והוא חוזר ומקלקל לכך צריך ליסרו במכות ועונשין ולא דבר עם עבד ממש אלא על כל הממרי' דברי השופטים:
חָזִיתָ אִישׁ אָץ בִּדְבָרָיו תִּקְוָה לִכְסִיל מִמֶּֽנּוּ׃
Seest thou a man that is hasty in his words? there is more hope for a fool than for him.

אץ בדבריו. ממהר ונבהל להשיב:
תקוה לכסיל ממנו. יש לכסיל תקוה יותר ממנו:
מְפַנֵּק מִנֹּעַר עַבְדּוֹ וְאַחֲרִיתוֹ יִהְיֶה מָנֽוֹן׃

מפנק מנער עבדו. יצר הרע:
מנון. שליט וכן לפני שמש ינון שמו (תהילים ע״ב:י״ז) וכן כל נין שבמקרא שהנין קם תחת אביו לשלוט בנכסיו:

אלה ישמע. שמשביעין אותו אם ראית פלוני שגנב לי כך וכך ומתוך שהוא חולק עמו אינו מגיד:
חֶרְדַּת אָדָם יִתֵּן מוֹקֵשׁ וּבוֹטֵחַ בַּיהֹוָה יְשֻׂגָּֽב׃

חרדת אדם יתן מוקש. מסורס הוא מוקש עבירה יתן חרדה לאדם ד"א כמשמעו מתוך שאדם צר עין וחרד אם יעשה צדקה יצטרך אל הבריות חרדה זו תתן לו מוקש, והראשון נוח לי:
רַבִּים מְבַקְשִׁים פְּנֵֽי־מוֹשֵׁל וּמֵיְהֹוָה מִשְׁפַּט־אִֽישׁ׃

פני מושל. לדון לפניו:
ומה' משפט איש. אם יזכה או אם יתחייב ובמושלים דבר הכתוב:
תּוֹעֲבַת צַדִּיקִים אִישׁ עָוֶל וְתוֹעֲבַת רָשָׁע יְשַׁר־דָּֽרֶךְ׃ {פ}
