שִׁמְעוּ־זֹאת בֵּֽית־יַעֲקֹב הַנִּקְרָאִים בְּשֵׁם יִשְׂרָאֵל וּמִמֵּי יְהוּדָה יָצָאוּ הַֽנִּשְׁבָּעִים ׀ בְּשֵׁם יְהֹוָה וּבֵאלֹהֵי יִשְׂרָאֵל יַזְכִּירוּ לֹא בֶאֱמֶת וְלֹא בִצְדָקָֽה׃
Hear this, O house of Ya῾aqov, who are called by the name of Yisra᾽el, and are come forth out of the waters of Yehuda, who swear by the name of the Lord, and make mention of the God of Yisra᾽el, but not in truth, nor in righteousness.

Rashi
בית יעקב הנקראים בשם ישראל. הוא שבט בנימין שאינם נקראים על שבט יהודה אלא על שם סתם שבטי ישראל:
וממי יהודה יצאו. ושבט יהודה שיצאו ונזלו מימי דליו של יהודה כמה דאת אמר יזל מים מדליו (במדבר כ״ד:ז׳):
לא באמת. כמו שאמר (ירמיהו ה׳:ב׳) ואם חי ה' יאמרו לכן לשקר וגו' כלומר לא הייתם כדי ליגאל אלא על כי מעיר הקדש נקראו והיא גרמה להם שלא גלו עשרת השבטי' בימי סנחרב בחלח וחבור שאין להם גאולה:
כִּֽי־מֵעִיר הַקֹּדֶשׁ נִקְרָאוּ וְעַל־אֱלֹהֵי יִשְׂרָאֵל נִסְמָכוּ יְהֹוָה צְבָאוֹת שְׁמֽוֹ׃ {ס}
For they call themselves of the holy city, and stay themselves upon the God of Yisra᾽el, The Lord of hosts is his name.

על אלהי ישראל נסמכו. בימי חזקיהו שנאמר בו בה' אלהי ישראל בטח (מ"ב יח) היא גרמה להם שלא גלו אלא בימי נבוכדנצר שהגלם לבבל ותהי להם גאולה על ידי כורש:
